CDA Triples Property Transfer Fees in Islamabad

Islamabad, July 4, 2025 – Property owners in Islamabad are facing a significant change as the Capital Development Authority (CDA) has officially increased the property transfer fee from 1% to 3% of the declared property value. This crucial update, effective July 1, 2025, impacts both houses and plots within CDA’s jurisdiction, as confirmed by a recent notification.

This revision, approved by the CDA Board and implemented through its estate management wing, introduces a new calculation method: the 3% transfer fee will now be based on the Federal Board of Revenue (FBR) valuation rates. Additionally, a 0.5% title fee will be applied to properties transferred via sale deed, adding another layer to the transaction costs.

While the federal government recently offered relief by removing the 4% stamp duty and 1% registration fee in rural areas under the ICT revenue department, this CDA hike specifically targets urban, CDA-managed sectors. However, there’s a glimmer of relief for certain transfers: the CDA has clarified that only one-fourth of the 3% fee will be charged for transfers involving family inheritance, oral gifts, or general power of attorney cases.

A CDA spokesperson acknowledged the fee increase, attributing it to the consistent rise in property prices across Islamabad. They also noted a minor typographical error in the initial notification, which is currently being rectified. This new fee structure is now applicable across all CDA sectors.
