Punjab Secures USD 70 Million World Bank Loan to Accelerate Digital Transformation

The World Bank’s Board of Executive Directors has officially approved a USD 70 million loan for the "Connected Punjab Programme" (CPP). This initiative is designed to broaden broadband internet accessibility, enhance the delivery of digital public services, and foster a transition toward cashless transactions throughout the province.

Strengthening Digital Infrastructure and Connectivity

The CPP is intended to align with the federal government's national digital transformation agenda, complementing ongoing investments from the Digital Economy Enhancement Project (DEEP). The program focuses on several key developmental goals:

  • Infrastructure Expansion: By addressing regulatory and cost-related obstacles, the program seeks to expand fixed broadband coverage from 7.8 million to 9.9 million people by June 2031.

  • Regulatory Efficiency: The project aims to streamline administrative processes, specifically targeting a reduction in Right-of-Way permit processing times from 90 days down to 21 days.

  • Private Sector Growth: The initiative is projected to attract at least USD 50 million in new private investment toward digital infrastructure.

Digital Services and Financial Inclusion

Beyond connectivity, the program is set to upgrade the province’s digital backbone to support large-scale, AI-enabled public service delivery. Expected outcomes include:

  • Increased Accessibility: By June 2031, the project aims to provide 28.9 million people with access to digital government services.

  • Gender Inclusivity: The program explicitly targets an increase in the participation of women in digital services, aiming to raise usage from 19% to 30%.

  • Cashless Economy: The CPP will introduce a Digital Invoice Management System and interoperable payment infrastructure, with a target of reaching 350,000 active cashless payment users by June 2031.

World Bank Country Director for Pakistan, Bolormaa Amgaabazar, described digital connectivity as "the infrastructure of opportunity," noting that the program is expected to create significant economic prospects for young people and women across Punjab.
