The Capital Development Authority (CDA) has introduced stricter rules for housing schemes and plot allotments in Islamabad to improve transparency and protect property buyers from misleading claims. Under the new instructions, private housing scheme developers must publish their approved layout plans and latest approval status on their official websites, as well as display the information at project reception areas and booking offices.
The displayed details must include a QR code linking directly to the project's official website, allowing potential buyers to verify project information before booking or purchasing property.
The CDA has also tightened rules for plot allotments and transfers in Islamabad. Allotment letters issued by housing scheme sponsors will require verification by the concerned Director (Planning) or an authorised officer of equivalent seniority. The CDA Planning Wing will use its MIS or ERP system to verify allotments and transfers, with only plots included in approved layout plans eligible for transactions.
For vertical housing and standalone commercial projects, only units covered by approved building plans can be allotted or transferred. The measures follow observations by the National Accountability Bureau (NAB) regarding the presentation of housing scheme approval status and are aimed at improving regulatory compliance, curbing unauthorised developments and strengthening buyer protection in Islamabad's property market.
