The proposed Islamabad cricket stadium project is facing legal challenges after the Islamabad High Court (IHC) issued notices to the federal government, the Capital Development Authority (CDA) and other relevant departments, seeking their responses to an appeal against the development.
According to a Business Recorder report published on October 13, 2026, a two-member IHC bench comprising Justice Raja Inaam Ameen Minhas and Justice Shahrukh Arjumand heard an appeal filed by Hameed Nawaz and Muhammad Khurram Javed. The petitioners have challenged an earlier court ruling that permitted the project to proceed.
The proposed international cricket stadium and sports complex is planned for Sector D-12 in Islamabad's Zone III, including land near Shah Allah Ditta. The petitioners have raised concerns about the project's potential environmental impact, particularly its effects on wildlife, natural habitats and green spaces near the Margalla Hills.
According to the appeal, the land was initially allocated for a cricket stadium but the development plan was subsequently expanded to include an Olympic Village, football ground, hockey stadium and other sports facilities. The petitioners argue that the broader project would require substantially more land and increase pressure on the surrounding environment.
The appeal states that approximately 175 acres of land could be used for the development. The petitioners contend that construction on this scale could damage natural resources, disturb wildlife habitats and threaten environmentally sensitive areas.
They have also highlighted the need to consider applicable environmental protection laws, regulations governing protected wildlife areas and Pakistan's international environmental commitments before proceeding with the project.
The IHC has sought responses from several authorities, including the Pakistan Cricket Board (PCB), the Chief Commissioner Islamabad, the Ministry of Climate Change and the Islamabad Wildlife Management Board, alongside the federal government and CDA.
The petitioners have asked the court to set aside the September 22, 2026, single-bench judgment and challenge the related land allotment, bidding and procurement arrangements.
The latest court proceedings have renewed debate over the proposed Islamabad cricket stadium and the need to balance sports infrastructure development with environmental conservation. No final decision has yet been announced on the appeal, and the project's legal status will depend on further proceedings before the court.
