PTA Notifies Mobile Tariff Regulations 2025 to Stabilize Telecom Market

In a decisive move to protect consumers from arbitrary price hikes and "hidden" billing, the Pakistan Telecommunication Authority (PTA) has officially notified the Mobile Tariff Regulations 2025. The new framework introduces a rigorous two-tier oversight system, specifically targeting dominant market players to ensure pricing transparency across the country’s telecom sector.

Restricting the Power of Market Leaders

The core of the new regulation revolves around Significant Market Power (SMP). Under the 2025 rules, any operator classified as an SMP  typically those holding a massive share of the subscriber base  can no longer unilaterally increase their rates or launch new bundles.

  • Mandatory Pre-Approval: SMP operators must now submit any proposed tariff changes to the PTA for a formal review before they can be implemented.

  • Intervention Rights: While non-SMP (smaller) operators maintain more flexibility to set competitive rates, the PTA has reserved the right to intervene if their pricing is deemed "predatory" or harmful to the public interest.

The War on "Hidden" Charges

Addressing years of public outcry over unauthorized balance deductions, the PTA has issued a "zero-tolerance" directive regarding Value-Added Services (VAS) such as ringback tones, news alerts, and daily SMS bundles.

"No service shall be activated without the explicit, verifiable consent of the subscriber," the PTA statement emphasized.

Operators are now legally required to obtain a clear "Yes" from the user via SMS, USSD code, or mobile app before charging for any additional service. The era of "auto-subscriptions" and "silent billing" is officially over.

The Road to 5G: March 2026 Spectrum Auction

Despite the tighter restrictions, the PTA acknowledged the industry’s need for growth. To balance consumer protection with network quality, the regulator confirmed that a major spectrum auction is scheduled for March 10, 2026.

This auction is expected to be a turning point for Pakistan’s digital infrastructure:

  • Spectrum Expansion: New frequencies will be released to help operators improve 4G coverage and lay the foundation for commercial 5G services.

  • Quality Mandates: The PTA has linked the auction to performance benchmarks, meaning operators who win spectrum will be legally bound to meet higher standards for data speeds and signal reliability.

Regional Context: Low ARPU Challenges

Defending the industry's long-term sustainability, the PTA noted that Pakistan still maintains one of the lowest Average Revenues Per User (ARPU) globally. While this keeps data affordable for the masses, the regulator stressed that a "structured" tariff model is necessary to ensure companies have enough revenue to keep investing in modern technology.

Consumer Tip: The PTA advises all mobile users to use official operator apps to monitor their active packages and report any unauthorized deductions immediately through the PTA’s dedicated complaint portal.
