The Capital Development Authority (CDA) has ordered action against the Jammu and Kashmir Cooperative Housing Society over alleged unauthorised development associated with the Kashmir Gardens Agro-Farming Scheme in Islamabad’s Zone-IV.
The CDA has directed its enforcement officials to seal the scheme’s marketing and site offices following alleged violations involving development and construction without the required approvals.
According to the CDA Directorate of Regional Planning, the Kashmir Gardens Agro-Farming Scheme covers approximately 2,660 kanals. Its layout plan received temporary approval on February 26, 2013, but the approval was valid for only two months. The CDA later cancelled the temporary approval after the society failed to submit the required documentation within the stipulated period.
The authority said the society was again instructed in June 2025 and June 2026 to complete and submit the necessary documents, but the requirements were not fulfilled.
The CDA alleged that development work had been initiated without an approved layout plan and the required No Objection Certificate (NOC). It also reported that structures had been constructed without obtaining the necessary approvals, describing the activities as unauthorised development and violations of applicable regulations.
The authority issued a final notice to the society on September 4, 2026, seeking an explanation regarding the alleged violations. However, according to the report, no response was received.
Following the lack of compliance, the CDA directed its Directorate of Enforcement (West) to initiate sealing proceedings. The locations include the society’s community centre in G-15 Markaz, a site office on Main GT Road in Zone-II, and another site office along Islamabad Expressway.
Other CDA departments have also been instructed to take appropriate action against unauthorised construction in accordance with relevant laws and regulations.
