CDA Continues Crackdown on Illegal Encroachments Across Islamabad

The Capital Development Authority (CDA) is continuing its anti-encroachment operations across Islamabad to remove illegal encroachments, prevent unauthorized construction and curb unlawful commercial activities on public and state land.

The ongoing campaign is being conducted in line with the directions of Federal Minister for Interior Syed Mohsin Raza Naqvi and under the supervision of the CDA chairman. The authority is enforcing applicable laws, land-use plans and building control regulations to maintain Islamabad’s planned and organized character.

The CDA’s Enforcement Directorate and relevant Building Control formations, in coordination with the District Administration and other departments, are taking action against encroachments, unauthorized construction, illegal commercial activities, non-conforming land use and buildings constructed without approved plans.

Additional Deputy Commissioners (General) and Assistant Commissioners have also been monitoring operations in their respective areas to ensure that enforcement activities are carried out systematically and in accordance with the law.

The CDA has stated that illegal encroachments, unauthorized construction and unlawful activities on public or state land will not be permitted. Where violations are confirmed, action may include removal of encroachments, demolition of illegal structures, sealing of buildings or premises, recovery of applicable charges and initiation of legal proceedings.

The campaign is also focused on protecting state land, public spaces, road reservations, green areas, natural drainage channels and other land designated for public use. Recent operations in various parts of Islamabad have resulted in the recovery of substantial areas of state land from illegal occupation and encroachments.

The authority is also initiating proceedings under applicable building control and land-use laws against properties involved in unauthorized construction or commercial activities. Where non-conforming or unauthorized use is identified, cases are being processed according to the prescribed legal procedure.

Regularization and Recovery of Charges

The CDA said that matters involving regularization, approval, change of land use or payment of prescribed charges will be processed by the competent authority strictly under applicable laws and regulations.

Where legally recoverable, charges related to changes in land use, construction without approval, additional covered area, setbacks, Floor Area Ratio (FAR), de-sealing and other regulatory violations will be assessed and recovered through the prescribed procedures.

The authority clarified that payment of prescribed charges or regularization does not exempt property owners from complying with approved plans, building regulations and other applicable legal requirements. All cases remain subject to approval by the competent authority.

The CDA further stated that sealed properties will remain closed until identified violations are rectified and all required legal and regulatory conditions have been fulfilled.

The authority has directed its relevant formations to conduct enforcement actions after completing the prescribed legal and administrative procedures, while maintaining transparency, consistency and adherence to the rule of law.

The CDA said coordinated anti-encroachment operations will continue across Islamabad to protect public and state land, prevent unauthorized construction and commercial activities, ensure proper land use and preserve the planned character of the capital.

The authority reiterated its commitment to maintaining Islamabad as an organized, encroachment-free, environmentally sustainable and well-planned city through enforcement measures carried out in accordance with the law.
