The Capital Development Authority (CDA) has approved 23 commercial building plans out of 32 cases presented before the Design Vetting Committee (DVC), reaffirming its efforts to facilitate investment and streamline construction-related approvals in Islamabad.
During the DVC’s last four meetings, held on June 4, June 16, July 30 and August 20, 2026, a total of 40 commercial building plan cases were reviewed. Eight cases were withdrawn by architects and sponsors before the meetings because of incomplete documentation or failure to meet required prerequisites.
Of the remaining 32 cases presented to the DVC, 23 were approved, while several others were deferred. The deferred cases mainly involved shortcomings in the presentation of basic parking requirements, planning parameters and design details. These cases can be resubmitted once the required documentation and design parameters have been completed in accordance with prescribed regulations.
The DVC has also issued an advisory to architects, stressing the need to ensure that parking requirements and fundamental planning and design parameters are properly addressed before cases are presented.
CDA Moves to Streamline Building Approvals
The CDA said the approval of commercial building plans is part of its broader efforts to promote investment, facilitate businesses and simplify regulatory procedures in Islamabad. The authority is also working to reduce unnecessary delays in the construction approval process while maintaining safety standards for citizens.
Under the revised approach, the final approval letter issued by the DVC will clearly mention the names of the property owners and their architects or consultants. During construction, the names of both the owners and architects or consultants will also be displayed at the project site.
The measure is intended to establish clear accountability. If an approved design is changed without authorisation, legal proceedings may be initiated against both the property owner and the relevant architect or consultant.
Review of Building Regulations and Parking Rules
The CDA has constituted a committee to examine cases deferred because of anomalies or ambiguities in existing bylaws. The committee will include representatives from relevant CDA formations and will review the existing regulations before submitting recommendations.
The review will cover parking requirements, commercial regulations and other construction-related provisions to identify areas where the current bylaws may require clarification or improvement.
Complaints and Online Feedback
The CDA said it is working to bring all pending cases before the DVC and resolve them at the earliest. Applicants whose cases are not being placed before the committee can approach the Member Planning or Chairman’s Office to register complaints.
Citizens can also submit complaints and feedback through the CDA’s online portal regarding DVC matters, position certificates, land-related issues and other relevant concerns. The authority said timely action will be taken on complaints received.
The latest approvals are expected to support construction activity, create new investment opportunities and contribute to the continued development of Islamabad’s commercial sector. The CDA reiterated its objective of simplifying construction-sector regulations while ensuring compliance, accountability and public safety.
