The Rawalpindi Development Authority (RDA) is planning to establish a dedicated Enforcement Directorate to strengthen action against illegal development, unauthorised construction and unapproved housing schemes across Rawalpindi.
The proposed directorate aims to bring enforcement operations under a centralised system and improve coordination among key RDA departments. The initiative was discussed during a meeting at the RDA Conference Room, chaired by Commissioner Rawalpindi Division and RDA Director General Salman Ghani.
RDA Director Administration Nosheen Israr briefed participants on the proposed enforcement framework and presented the Terms of Reference (TORs) for the new directorate.
Under the proposed system, officials from four major RDA directorates — Town Planning, Building Control, Estate Management and Land Development — will work together on enforcement activities. The integrated approach is expected to improve coordination and enable more effective action against planning and construction violations.
The proposed RDA Enforcement Directorate will target illegal construction, unauthorised buildings, encroachments and illegal or unapproved housing schemes operating within the authority’s jurisdiction.
The RDA may also seek assistance from Punjab Police Rawalpindi and the Punjab Enforcement and Regulatory Authority (PERA) when required, particularly during enforcement operations involving serious land, construction or planning violations.
The centralised enforcement mechanism is expected to streamline operations by bringing related responsibilities under a single structure, potentially making action against illegal development more organised and effective.
Commissioner Salman Ghani welcomed the proposal and directed officials to finalise the TORs at the earliest. The RDA aims to make the proposed directorate operational through an effective and professional enforcement framework.
