The Capital Development Authority (CDA) has cancelled the layout plan for Bahria Town’s Phases III-E and IV, covering approximately 2,999 kanals in Islamabad, citing alleged violations of the approved plan and non-compliance with required conditions.
The layout plan was originally approved on December 18, 2010, subject to specific terms and conditions. According to a letter issued by the CDA’s Housing Directorate, the authority said Bahria Town had not completed the necessary requirements for obtaining a No Objection Certificate (NOC), despite more than 15 years having passed since the approval.
The CDA also raised concerns over areas designated for public facilities, including parks, playgrounds, open spaces and public buildings. The authority said Bahria Town was directed in 2025 to clear these areas and restore them in accordance with the approved layout plan. After reviewing the company’s response, the CDA said it was not satisfied and subsequently issued a final show-cause notice.
Another issue cited by the authority relates to a 2023-24 federal audit observation concerning alleged unauthorised commercial construction along Corniche Road in Phases III-E and IV, Zone 5. The CDA said some structures were reportedly built on land designated as a riverbed, graveyard, park or open space.
Following these concerns, the CDA withdrew the 2010-approved layout plan and suspended the processing and approval of other cases involving Bahria Town (Pvt) Ltd, referring to the company as a defaulter. The authority also directed its enforcement wing to take action against works, buildings and structures constructed within the affected area.
Bahria Town has disputed the CDA’s decision, with a company representative describing the cancellation as illegal. The representative said a revised layout plan had already been submitted for approval and that the company would challenge the decision through available legal forums, including the courts.
