The Capital Development Authority (CDA) has moved forward with the Rs1.4 billion Kashmir Chowk Underpass project in Islamabad, aimed at easing traffic congestion at Dhokri Chowk on Murree Road near Islamabad Club.
Under the proposed traffic plan, vehicles travelling from Serena towards Rawalpindi will use the underpass, while traffic heading towards Murree will continue over the upper section. The project is expected to improve traffic flow and provide smoother connectivity along one of Islamabad’s busy routes.
The CDA Kashmir Chowk Underpass project has reached the bidding stage. Technical bids were submitted by Habib Construction Services and M/s Kamran Khan (Kundi Group). However, Kundi Group was declared non-responsive during the evaluation and subsequently filed a grievance with the CDA.
The financial bids have not yet been opened due to the pending complaint. Officials are expected to decide the matter within 15 days, after which the tender process can move forward.
Meanwhile, the CDA is also preparing another underpass at the Faisal Avenue and Margalla Road junction. The PC-I for the project is being finalised ahead of the tendering process.
Both underpass projects form part of the CDA’s broader plan to improve Islamabad’s road infrastructure, traffic management and urban connectivity. However, delays continue to affect some existing projects, including the federally funded 10th Avenue project, where a significant portion of construction remains incomplete despite its original 2024 completion target.
