The Pakistan Telecommunication Authority (PTA) has revised its eSIM pricing and transfer policy, capping the initial eSIM issuance fee at Rs1,500 and allowing subscribers to transfer their eSIMs between compatible mobile devices free of charge for up to 10 migrations.
The revised policy, developed in consultation with Cellular Mobile Operators (CMOs), is expected to take effect by mid-August 2026. The move is aimed at making eSIM services more affordable and convenient for mobile users while reducing the need to visit customer service centres.
New eSIM Pricing and Transfer Rules
Under the revised framework, the maximum initial cost of an eSIM will be limited to Rs1,500. Subscribers will also be able to migrate their eSIMs between compatible handsets up to 10 times without additional charges.
The decision follows directions from a parliamentary committee, which instructed PTA to finalize a consumer-friendly eSIM transfer mechanism that would allow users to switch compatible devices without unnecessary visits to telecom service centres.
PTA said the existing system already allows eSIM transfers between compatible mobile phones using the original QR code issued at the time of purchase and activation. The regulator has now formally rationalized the charging structure following consultations with cellular operators.
Secure Digital eSIM Transfer System
The parliamentary committee also directed PTA to introduce a secure digital mechanism for eSIM transfers. The proposed system is intended to allow subscribers to migrate their eSIMs between compatible devices remotely while maintaining robust security measures.
The initiative is expected to simplify the process for users who frequently change or upgrade their mobile handsets and reduce pressure on customer service centres.
PTA Plans Digital SIM Verification
Separately, PTA is working with the National Database and Registration Authority (NADRA) and cellular operators to introduce a multi-factor subscriber verification system for SIM issuance and ownership verification.
Two options are currently being considered as part of the initiative.
Under the first proposal, NADRA is assessing the feasibility of enabling SIM issuance through its Pak ID mobile application, using facial recognition technology. The system could allow eligible users to complete identity verification remotely without relying entirely on physical biometric verification.
The second proposal involves introducing self-service biometric verification through mobile applications operated by cellular companies. Subscribers would potentially be able to authenticate their identities through NADRA's database using telecom operators' apps for SIM issuance and related services.
Facial and Iris Recognition Under Consideration
PTA said consultations with NADRA and cellular mobile operators are continuing to finalize the technical and operational framework for the proposed verification systems.
The parliamentary committee has specifically directed the regulator to consider facial recognition and iris verification technologies while developing the new mechanism.
The proposed digital verification system is also expected to facilitate senior citizens, persons with disabilities and other users who may experience difficulties with conventional biometric verification procedures.
The revised eSIM pricing policy and planned digital verification initiatives are expected to make Pakistan's telecom services more affordable, secure and user-friendly, while promoting greater adoption of digital SIM technology.
